" Offering advanced treatments at competitive
prices, Malaysia is gaining a strong standing in
the international healthcare arena.

Tourists Benefit From Malaysia’s
Advances in Healthcare
With
such long-standing ties with the Middle East, “Tourists
from Middle East feel comfortable here because of
the similarity in climate, language religion and
food , as well as ease of access to the country
through air links and political stability”
explains Liow Tiong Lai, Malaysia’s Minister
of Health.

The
health ministry is the central coordinator of Malaysia’s
strategy to become a leading health tourism destination,
networking bilaterally with numerous Middle Eastern
countries to collaborate in the near future. A number
of government agencies are becoming increasingly
active in streamlining and promoting the industry.
“Introduction of special privileges for health
tourists, such as fast-track clearance and extended
visa, has proven that concerted effort from public
and private sectors can improve the country’s
competitive advantage,” explains Lai, adding
that endorsement from the government will further
boost international confidence in Malaysia’s
healthcare sector.
Malaysia
has highly trained specialists with recognized postgraduate
qualifications mostly from the United Kingdom, Ireland,
Australia, India and the United States of America.
The doctors and specialists are assisted and supported
by well-trained paramedic staff. “Our nurses
are highly sought after by European and Middle Eastern
countries as they have long gained reputation for
the most well trained in the region,” says
Lai.
All our
healthcare personnel work as a team, are very professional,
caring, warm, and friendly making sure that health
tourists and their families have peace of mind while
in our care,” concludes the Minister.
Sleeping
Giant Waking Up
Medical
tourists from many parts of the globe choose Malaysia
for the high quality of medical treatment on offer,
provided in world-class facilities.

“The
sophistication of Malaysia’s healthcare is
now on par with or better than surrounding and developed
countries,” says Dr. Jacob Thomas, President
of Association of Private Hospital Malaysia. Currently,
35 private hospitals have been identified to spearhead
in the promotion of Medical Tourism in the country.
“Healthcare
is a borderless industry today and people have many
options to choose from. Medical tourists look for
reasonable priced and quality healthcare, and Malaysia
fits this tag. The country has become a centre of
medical excellence offering comprehensive services
in virtually all medical fields. We are seeing an
influx of patients from many countries,” say
Dr. Thomas.
As
part of the plan to expand market reach, Malaysia
is targeting new markets such as Vietnam, Cambodia,
the Middle East,United States, Europe and Canada.
“The greatest challenge at present is to educate
and create awareness for the industry as many countries
are unaware of the high standards of Malaysia’s
healthcare,” explains Dr. Thomas. Malaysia
is open to recent medical advances and invites leading
professors from around the globe to train doctors
and other paramedical staff whenever the need arises.
Patient safety and good outcomes is most important
and Ministry of Health and APHM are both having
various programmes and audits to ensure that all
patients are safe and receive best healthcare possible.
Strategic
Investments in Healthcare on the Rise
According
to data from OSK Research, healthcare spending in
Malaysia has been growing at more than 10% a year
for the last 20 years. Backed by strong government
support and growing local and international demand,
private healthcare is firmly in the strategic plans
of Malaysia’s most powerful corporations.
The absolute market leader, KPJ Healthcare, is the
healthcare division of Johor Corporation. Listed
on the Malaysian Stock Exchange, KPJ has a network
of 19 hospitals in Malaysia and 6 overseas, and
a nursing college.
Pantai
Group of Hospitals, fully supported by its shareholders
Khazanah Nasional, the investment arm of the Government
of Malaysia, and Parkway Holdings, is one of the
largest healthcare groups in Malaysia. The Group
has embarked on a strategic growth plan which includes
strengthening its position at home and abroad, including
an addition of 5 more hospitals to their portfolio
by 2013.
Sime
Darby, one of Malaysia’s oldest and largest
conglomerates with a global presence in more than
20 countries, is active in healthcare through Sime
Darby Healthcare Group. Next to the flagship hospital,
Sime Darby Medical Centre Subang Jaya, the group’s
portfolio features the Sime Darby Specialist Centre
Megah and a nursing college.
With another hospital in construction and ambitious
international expansion plans, healthcare remains
of strategic relevance for Sime Darby. Petronas,
Malaysia’s national petroleum company, is
the healthcare industry’s newest corporate
player. After a landmark investment of USD 150 million,
the purpose built Prince Court Medical Centre in
the heart of Kuala Lumpur, is poised to set new
standards in healthcare on regional level.
Medical
Tourism in Malaysia
Initially
targeted at satisfying local demand, the numerous
private hospitals are becoming more popular among
foreigners. According to the Association of Private
Hospitals in Malaysia, the number of foreigners
seeking healthcare services has grown from 75,210
patients in 2001 to 296,687 in 2006, which generated
a total of
USD 59 million in revenue. The number of foreign
patients at private hospitals shot up to 341,288
in 2007 and an estimated 501,000 in 2008.
According
to the Association of Private Hospitals in Malaysia,
the number of medical tourists is projected to grow
by around 25% annually over the next 3 years. Malaysia
is a relative newcomer to medical tourism. A survey
conducted by NuWire Investor found that the country
is among the world’s top 5 most attractive
medical tourism destinations. Malaysia ranks 3rd
behind Panama and Brazil, followed by Costa Rica
and India at the fourth and fifth positions respectively.
According to the survey, foreign patients and investors
were attracted to Malaysia’s favourable exchange
rate, political and economic stability and its high
literacy.
Malaysia
stands out as a value-for-money alternative offering
relatively advanced treatment at very competitive
prices. Being a Muslim country, Malaysia aims to
capture the halal market segment, targeting developed
and Middle East nations.
Government
Support
In an
efforts to stimulate development of the private
healthcare system in Malaysia and to reduce public
dependence on public hospitals, the government has
offered incentives to further enhance private healthcare
services in the country. The tax incentives offered
include tax exemption on any capital expenditure
involving the costs of building new hospitals or
acquiring any building for hospital premises. In
terms of human development, private healthcare providers
are eligible for tax exemptions on expenditure incurred
in the training of medical personnel.
In
the Spotlight: KPJ Healthcare Berhad
With
a network of 19 hospitals in Malaysia, 3 in Indonesia,
2 in Saudi Arabia and one in Bangladesh, KPJ Healthcare
is one of the leading private healthcare providers
in Southeast Asia and the absolute leader in Malaysia.
The group’s public listing in late 1994 marked
the beginning of a rapid growth and development
period.
Thanks
to an aggressive and well executed expansion strategy
KPJ has been growing steadily with an impressive
5-year revenue and net profit CAGR of 36.1 and 37.8%
respectively. In 2007 the company charted a milestone
achieving a revenue exceeding RM 1 billion (USD
280 million). Sustained growth lead to achieving
another milestone last year, when profit before
tax crossed the RM 100 million (USD 28 million)
mark.
A key
strategic move in setting up the Shari’ah
compliant Al-Aqar Real Estate Investment Trust (REIT)
in 2006 propelled KPJ’s growth. By December
2008 the group had injected 11 of its properties
into the REIT, unlocking total asset worth of some
USD 180 million. Plans to include 9 more properties
in 2009 have already been approved by Malaysia’s
Securities Commission.
Listed
on the main board of Bursa Securities, the Al-Aqar
REIT is the world’s first listed Islamic REIT
and Asia’s first healthcare REIT.Al’Aqar’s
mature assets, 100% occupancy and strong cash flow
continue to attract investors. Its latest syndicated
Ijarah facility of up to USD 70 million, compliant
with Malaysian and GCC standards, is expected to
attract investors from the Middle East. As part
of their development strategies, KPJ are planning
to list the Al-Aqar REIT in the Gulf region. KPJ’s
growth so far has been fueled mainly by strengthening
their position in stable domestic and regional markets,
making the group’s performance relatively
“immune” to rapid fluctuations in the
flow of foreign patients typical for times of epidemics
or sluggish economic growth. KPJ’s management
see enormous possibilities for growth in medical
tourism, and with current occupancy of around 64%,
the group’s hospitals in Malaysia have the
capacity to meet growing demand from overseas patients.
Offering
cutting edge medicine, latest technology and supreme
customer care KPJ has already set a strong foothold
in Malaysia’s growing medical tourism industry.
KPJ has carved its niche in high-tech healthcare
and is very well positioned to continue capturing
a substantial share of its current markets and to
develop new ones. Accumulated critical mass gives
the group clear competitive advantages in terms
of scale, scope and size.
The management
team envisions continuous growth through acquisition
and joint ventures at home and abroad, enhanced
productivity and developing loyal customer base.
The group is also looking to diversify into niche
segments such as food preparation, home nursing
and ambulance services.
Based
on its current 5-year business development strategy,
KPJ has identified education as its second core
business and future growth catalyst. Established
to serve KPJ’s needs during the early nineties,
today KPJ International College of Nursing and Health
Sciences is a reputed education institution with
over 1,200 students in 13 programmes. The group
has already acquired several plots of land for further
expansion of their education division.

“Excellence
is a Journey, not a Destination”
Interview
with Datin Paduka Siti Sa’diah Sheikh Bakir,
Managing Director of KPJ Healthcare Datin Paduka
Siti Sa’diah Sheikh Bakir has been involved
in KPJ Healthcate since its inception in 1978, and
assumed the Group Managing Director position in
March 1993. She serves as the chairman of various
hospitals in the KPJ Group, as well as director
of a number of companies within Johor Corporation.
Datin Paduka is also a board member of MATRADE,
Malaysia’s foreign trade promotion agency,
a member of the National Patient Safety Council
within the Malaysian health ministry, and an independent
director of Bursa Malaysia, the Malaysian stock
exchange. In addition she is the President of the
Malaysian Society for Quality in Health (MSQH),
and a director of Kumpulan Waqaf An-Nur, a non-governmental
organisation dedicated to providing healthcare services
to the less fortunate.

A
proactive visionary, Datin Paduka and her team have
lead KPJ through steep growth and learning curves,
from the Group’s humble beginning with a single
hospital in 1981 to a sophisticated healthcare provider
managing over 3,000 beds in 4 countries and treating
almost 2 million outpatients and 200,000 inpatients
annually.
With
growing number of patients from Malaysia and abroad,
what are the strategic development directions before
KPJ?
Datin
Paduka: KPJ’s main asset is our knowhow. During
the 27 years of successful development we have built
our own system for managing hospitals, which has
proven to give outstanding outcomes in medical,
service and financial terms, both at home and abroad.
The future of KPJ is dedicated to utilisation, continuous
development and adaptation of our management capabilities.
In
performance terms 2008 will remain as another very
successful year in KPJ’s history. Our objective
is to keep the growth momentum through gradual expansion
at home and abroad. We are looking into a wide array
of possibilities ranging from greenfield projects
to joint ventures and hospital management. As far
as priority markets are concerned, we see a lot
of potential at home, in Malaysia, as the healthcare
industry is undergoing consolidation and restructuring
as it matures.
Other
markets of strategic importance remain Southeast
Asia and the Middle East. We are also looking into
possibilities in Australia and Europe. I am positive
we will manage to sustain positive growth in the
years to come.
KPJ
has achieved remarkable performance in foreign markets.
What is the competitive edge of KPJ outside Malaysia?
Datin
Paduka: We have the full package - our partners
can rely on us for everything from hospital conceptualisation
to daily management. In addition we remain true
to our core business - KPJ is all about healthcare.
Our diversification strategy is planned and executed
not only with the objective to solidify the bottom
line, but to complement our core business and make
the organisation more resilient and competitive.
As example, our nursing college has proven to be
a very successful endeavor in itself, while guaranteeing
that KPJ has sufficient quality human capital to
support our growth.
Where
do you see Malaysia’s unique proposition in
the growing international healthcare arena?
Datin
Paduka: First and foremost, medicine in Malaysia
is on international level. Most of our doctors are
trained abroad, we offer procedures that require
latest technology and advanced medical expertise.
All this comes at very competitive rates.
As
a nation we are very hospitable, which translates
into supreme care and personal attention for each
of our patients. As an Islamic country, Malaysia
can easily respond to the special needs of Islamic
patients. In addition, Malaysia is a unique destination
in itself - melting pot of cultures and religions,
which overseas patients can experience during their
stay here and combine their treatments with a relaxing
and unforgettable holiday. With all elements already
in place, I feel that a greater degree of cooperation
among the private hospitals, Ministry of Health
and Ministry of Tourism will help position Malaysia
as a preferred healthcare destination.
Beyond
Patient Safety: Measurable Quality Care
All
private healthcare institutions are required to
receive accreditation from the Ministry of Health.
Stringent legislation is already in place to ensure
patient safety through the Malaysian healthcare
system. In addition, majority private hospitals
have MSQH accreditation, which is fully compliant
with international standards.

Malaysian
Society for Quality in Health (MSQH) is independent
not-for-profit organisation aiding Malaysian
healthcare providers align their standards with
leading international practices. MSQH is internationally
respected authority in healthcare accreditation
and standards, having a strong network of international
affiliations. An accredited member of the International
Society for Quality Healthcare (ISQua), and a member
of Accreditation Council, MSQH maintains world-class
accreditation programmes, with standards equivalent
to peer organisations from France, New Zealand,
UK, Joint Commission International (JCI) and Japan.
The MSQH
certification and monitoring process incorporates
a wide array of factors to provide holistic assessment
and monitoring of healthcare institution performance.
“The current third edition of MSQH accreditation
standards uses quantified monitoring and benchmarking
against internationally adopted standards. In other
words we are now monitoring the outcomes of services
provided, using an evidence-based approach,”
says Assoc. Prof. Dr. Kadar Marikar, CEO of MSQH.
“To
ensure continuous adherence to quality standards,
hospitals are constantly monitored through self-
and peer-assessment techniques and regular MSQH
certified surveyors monitoring,” explains
Dr. Kadar Marikar.
Adding
Recreation to Healthcare
Malaysia
is one of Southeast Asia's top travel destinations,
possessing an endless range of attractions and activities
that cater for the worldly shopper, cultural enthusiast,
historical buff and nature-lover. The country will
allure you with the shopping experience of its modern
cities, the excellence of its cultural arts and
natural heritage of rich
flora and fauna.

There
is a lot to see and do in Malaysia - attractive
cities, museums and religious sites, tropical islands
with crystal clear waters and white sandy beaches,
beautiful national parks. Medical tourism isn't
just about getting more reasonably priced medical
care; it's also a great way to spend the recovery
period in a relaxing and beautiful environment,
free from typical daily burdens and responsibilities,
which could play an important role in a patient’s
recovery. As
far as health is concerned, there are a number of
advantages in choosing Malaysia for your private
health and medical treatment. MalaysiaHealthcare.com
is a one stop portal for all your medical and tourism
related needs with its wide network of services
provided by the top class hospitals and tour operators
in Malaysia. The portal contains a wealth of objective
information for travelers seeking medical treatments
in Malaysia.
The portal
has adopted a customer driven approach, assisting
overseas patients plan their treatment and welldeserved
vacation. The portal offers a comprehensive list
of healthcare institutions, treatments, services,
and testimonials.
Medical
Treatment with a Personal Touch
Malaysia
boasts a large number of private healthcare institutions,
ranging from screening and preventative centres
to developed full service hospitals with hundreds
of patient beds.

Attracted
to its unique offer, an increasing number of foreign
patients choose Malaysia for their medical and cosmetic
needs. “Foreign patients are starting to see
that Malaysia offers a unique combination of high
quality healthcare and Malaysian hospitality. The
level of medicine and technology available here
is on par with the developed world and this region.
At the same time patients can enjoy the Asian warmth
and hospitality that is attracting millions of tourists
to our region every year. All this comes at very
competitive rates, making Malaysia, the value-for-money
choice of the region and globally,” explains
Elaine Cheong, CEO of Sime Darby Healthcare.
Hospitals
have adopted different strategies to ensure their
patients receive the best care possible. Some have
started training programmes with leaders in the
hospitality industry, while other train their staff
in neighbouring Thailand, adding the infamous Thai
smile to their services.
Centres
of Excellence
Leading
hospitals in Malaysia have developed centres of
excellence, where qualified professionals, technology
and facilitates come together to form top of the
line healthcare services that are on par with international
leaders in the respective fields. A few successful
examples include the heart and vascular programme
at Penang Adventist Hospital; the world renowned
fertility centre at Tropicana Medical Centre; radiology,
cochlear implant and vascular centres at Sunway
Medical Centre; burns, cardiology, oncology as well
as dedicated men and women health units at Prince
Court Medical Centre; the one-stop neuroscience,
featuring a dedicated epilepsy unit, cardiology
and oncology centres at Sime Darby Medical Centre.

“The
idea behind our multidisciplinary centres of excellence
is to provide our patients with holistic, specialised
and personalised care from multiple medical fields,
forming a highly competent and dedicated team of
doctors to attend each case,” explains Dr.
Junaidi Bin Ismail, Manager International Business
Development at Prince Court Medical Centre.
Malaysia
is also home to a number of narrowly specialised
institutions, which have developed unique competencies
in their fields. NCI Cancer Hospital, located near
Kuala Lumpur’s main international airport,
is specialised exclusively in surgical, radio and
chemo cancer therapies. The hospital is internationally
recognised authority in cancer diagnostics and treatment,
and is one of the few private institutions in the
region involved in clinical trial programmes in
the field of oncology.
World-Class
Specialists
Private
hospitals in Malaysia employ some of the best doctors
and medical personnel in the country, many of them
with education and professional experience abroad.
English is widely spoken in Malaysia, being the
second language in the country and primary language
in the majority of private hospitals, ensuring ease
of communication with medical personnel and staff.
Some hospitals also provide professional interpreters
for their non English speaking patients.
“The
new developments in Malaysia’s private healthcare
system are attracting back Malaysian specialists
from around the world. They see the work environment
and opportunities for professional advancement at
home are not inferior to what the developed world
offers them. Among our team we have doctors with
long standing experience in internationally reputed
institutions, such as Mayo Clinic for example”
says Dr. Junaidi Bin Ismail of Prince Court Medical
Centre.
In an
effort to guarantee constant development of doctors
and expansion of knowledge within their organisations,
leading hospitals have engaged in partnerships and
knowledge sharing programmes with reputed international
institutions. “People are considered our most
important asset, and our doctors are key opinion
leaders in their fields - often invited to present
at conferences and seminars in the region and beyond,”
adds Elaine Cheong of
Sime Darby Healthcare.
Caring
for Islamic Patients
Malaysia
is a multicultural country, with predominantly Islamic
population. As such the healthcare system of the
country is designed to cater for the specific needs
of Muslim patients. Some private hospitals have
attained Halal certification, guaranteeing their
patients compliance throughout their treatment.
“We understand and respect the needs of our
Muslim patients,” says Dr. S-L Chong, CEO
of Sunway Medical Centre, and explains: “our
Halal certification and compliance is very natural
for us in Malaysia, however it gives us unique competitive
edge abroad: few international healthcare hubs have
taken into account the special needs of Muslim patients.”
Highly
Competitive Prices
Along
with availability of advanced quality medicine,
cost competitiveness is a major driver in Malaysia’s
growing health tourism.

Foreign
patients often combine their treatment with a relaxing
holiday, and including their flights, still end
up spending less than their medical bill at home.
Favourable exchange rate, regulated specialists
fees and available capacities give Malaysia a clear
advantage in terms of cost of care. According to
data from Malaysia’s health ministry, a heart
bypass surgery in Malaysia only costs about USD
9,000 whereby the same surgery costs USD 10,000
in India, USD 11,000 in Thailand and USD 18,500
in Singapore.
As
far as patient comfort is concerned, Malaysia offers
a wide choice varying from multiple patient rooms
to luxurious private suites that come with personalised
butlers and nurses, entertainment systems and tailored
catering.
Says
Amir Firdaus, CEO of Gleneagles Intan Medical Centre
“Even the most luxurious patient suites in
Malaysia are very competitively priced compared
to the rest of the region, and this comes without
any sacrifice in quality of medicine, technology,
service or facilities.”
Gleneagles
Intan Medical Centre Kuala Lumpur
Launched
in 1996, Gleneagles Intan Medical Centre (GIMC)

stand-by healthcare service provider for foreign
delegation visits and major events such as Malaysia’s
F1 Grand Prix and the Kuala Lumpur International
Marathon. GIMC is the preferred healthcare institution
for members of royal families, leaders of diplomatic
missions and high-ranking government officials.
Located
in Kuala Lumpur’s “embassy row,”
GIMC is jointly owned by Khazanah Nasional, the

with five-star ambience, attention to detail and
supreme service quality. GIMC employs multilingual
staff with international experience, while service
training is provided by one of the leaders in the
hospitality industry of the region, YTL Group, which
manages the Ritz-Carlton Hotel in Kuala Lumpur among
others.
GIMC
is MSQH and ISO certified. Continuous effort in
providing quality care have lead to numerous awards,
including Reader’s Digest “The Most
Trusted Brand,” Best Hospital Award at the
Asia Spa Wellness Awards, Technology Business Review
award for Holistic Patient Care and many more.
Embracing
Leadership
Gleneagles
Kuala Lumpur will continue to be one of the premier
healthcare brands in the region. “The milieu
and fabric of what makes Gleneagles unique will
not change, “ says the centre’s CEO
Amir Firdaus.

Plans
are underway to develop a five-acre land adjacent
to GIMC, that will house five new buildings, one
of which will comprise a 10-story new extension
of the hospital. The new building, which will support
some of the medical services at the existing centre,
is slated to be ready by the end of the year.
This
new landscape is merely a part of GIMC’s expansion
plans, which includes the revamping of its website
and the introduction of a new hospital information
system. A multimillion dollar investment, the system
will be implemented by the end of this year as well.
“GIMC
is no longer a national player, we are actively
working towards achieving regional leadership”
Amir Firdaus says, adding that past efforts in successfully
creating the confluence of healthcare and hospitality
at GIMC have paved the way for other hospitals in
Malaysia.
“This
time, we want to step it up a notch by ensuring
our staff fully understand the expectations of clients.
This is to ensure our people have that familiarity,
expectations and the finesse necessary in providing
the best service,” says
Amir Firdaus.
GIMC
keeps its competitive edge by providing quality
service and clinical outcomes. These are the strengths
of GIMC that leverage exceeding client satisfaction
through an excellent team of consultants and hospital
staff.
